Laguna Beach is an extraordinary community with unique challenges. Edward believes City Council decisions should protect what makes our city special while planning responsibly for its future. His priorities focus on public safety, fiscal responsibility, environmental stewardship, thoughtful planning and independent leadership.
Priority One
Public Safety & Emergency Preparedness
Laguna Beach faces unique public-safety challenges, from wildfire and evacuation risks to coastal emergencies and the demands of a busy visitor-serving community. Edward believes protecting residents, first responders and visitors must remain one of City Hall’s highest priorities.
Preparedness means more than responding after an emergency occurs. It means maintaining strong fire and police services, reliable emergency communications, clear evacuation planning and infrastructure capable of functioning when conventional systems are disrupted.
Edward’s experience with high-frequency emergency communications gives him a practical understanding of resilient communications and the importance of planning before a crisis. He will support investments that strengthen Laguna Beach’s ability to prepare, respond and recover.
Priority Two
Fiscal Responsibility & Transparency
Laguna Beach residents deserve a City government that manages public resources carefully, communicates openly and makes decisions with a clear understanding of their long-term costs.
Edward believes essential services should come first—including public safety, sewer and stormwater systems, streets, fire protection and emergency preparedness. Major projects should be evaluated not only by their initial price, but by ongoing maintenance, staffing and future financial obligations.
Transparency is equally important. Edward supports early access to staff reports, contracts and financial information, meaningful public participation, and clear explanations of major decisions. Residents should be able to understand how their money is being spent—and why.
Priority Three
Environmental Stewardship
Laguna Beach’s coastline, canyons, open space and natural beauty are fundamental to the character of our community. Edward believes protecting these resources must remain central to decisions made at City Hall.
Environmental stewardship also means maintaining the infrastructure that protects our environment—including sewer and stormwater systems, responsible water management, wildfire mitigation and thoughtful planning that recognizes the limits of our coastal community.
Edward will support practical, science-based solutions that protect Laguna Beach’s natural resources while balancing environmental responsibility with the needs of residents, local businesses and future generations.
Priority Four
Thoughtful Planning & Infrastructure
Laguna Beach must plan carefully for the future while respecting the scale, character and environmental limits that make our community unique. Edward supports thoughtful planning that considers the real-world effects of growth on neighborhoods, traffic, parking, evacuation routes and public services.
At the same time, our aging infrastructure cannot be ignored. Sewer and stormwater systems, streets, fire facilities, emergency communications and the electrical grid are essential to the safety and resilience of the community.
Edward believes major projects should be evaluated with clear priorities, realistic long-term costs and meaningful public input. Infrastructure investments should address genuine needs first and strengthen Laguna Beach for generations to come.
Priority Five
Independent Leadership. Local Commitment.
Edward believes effective local government begins with independent judgment. City Council members should listen carefully, examine the complete record and make decisions based on what best serves Laguna Beach—not personal relationships, political alliances or outside interests.
His career in business, public service and emergency communications has required him to work with people of different backgrounds and viewpoints, ask difficult questions and remain accountable for decisions and results.
Edward will bring that same approach to City Hall: listen before deciding, explain his votes openly, correcting course when necessary and always put the interests of Laguna Beach first.
Priority Six
Preserve Our Community. Enhance Our Future.
Laguna Beach is more than a beautiful place. It is a collection of neighborhoods, people, businesses, artists and traditions that have created a community unlike anywhere else. Edward believes progress should strengthen that identity—not erase it.
Preserving Laguna Beach means protecting our coastline and canyons, respecting neighborhood character, supporting local businesses and the arts, and recognizing the people who make this community work. It also means planning responsibly so future generations inherit a city that is safe, resilient and financially sound.
Edward believes we do not have to choose between preserving what we love and preparing for the future. With thoughtful leadership and genuine community involvement, we can do both.
